One of the steering head races for many kawasaki models. On the Z650/750/900/1000 models, one is used inside the BOTTOM of the frames headstock and on the smaller models, S1/S2/S3 KH250/400/500 H1/H2 Z400, two are used in the top and bottom of the headstock.
